1.0.1 - All prospective members for Starship Avalon must complete an application for interview. In order to be accepted, they must meet current (internal) protocal for minimum standards set forth by the rah(s).
1.0.2 - Member Interview Applications may be processed by any member of the Starship Avalon Council. Upon acceptance by that member, they must then be approved by the Rah(s) or another member of the council at an interview.
1.0.3 - Crew members must notify the rah(s) of any alts that have connection to Starship Avalon, and of other alts you have participating in other guilds (keep in mind participation in other guilds doesn’t mean disqualification)

1.1.0 - All applicants must take an interview before being accepted into Starship Avalon.
1.2.0 - An interview will be undertaken by a member of the Starship Avalon Council. Keep in mind that circumstances don’t always allow for a quick response by our Staff, so please be patient. Hounding us about an application does NOT HELP!

1.2.1 - In order to complete cadet training, cadets should show up as much as possible in order to maximize their observation time. They should try to the best of their abilities to start or participate in roleplaying situations that occur on a regular basis.
1.2.2 - Council members will choose when a cadet is ready to advance to full membership status based on recommendation by the cadet's section head. Upon advancement, cadets will be classified by their rank. Based on their cadet tenure they will (then) receive a rank of Crewman Recruit up to Full Crewman. Most cadets will start at Crewman recruit with little exception.

1.3.1 Applications may be rejected for the following reasons:
1.3.1.1 - OOC Security Risk - Applicant is known to violate intellectual property rights or may be a risk to do so.
1.3.1.2 - Incomplete Application - Applicants must complete ALL fields, without exception, in order to be considered for acceptance.
1.3.1.3 - Incorrect Application - Applicants must follow instructions and attempt to answer to the best of their abilities and to minimum standards set forth by the rah(s) on advice from the Starship Avalon Council. This is the category that 2/3rds of rejections fall under.
1.3.1.4 - Personnel or Behavior Record - Applicants must not have been banned from Starship Avalon for any reason or have had previous disciplinary action given in regards to Starship Avalon. If reapplying after retirement, their service record should reflect the qualities and standards of a current member of Starship Avalon.
1.3.1.5 - Council Advice - Advice given by the council about concerns pertaining to an applicant.
1.3.1.6 - Executive Veto - The Rah(s) is the final decision on all members in Starship Avalon. The Rah(s) retains their right set forth by Furcadia's chartered guild standards to deny a prospective member for ANY reason as they see fit.
1.3.2 - Rejected applicants must wait a period of one month (30 Days) before reapplying unless they have completed a remedial roleplay course AFTER the most recent rejection. Failure to do so will result in penalties set forth under the disciplinary action section of these articles.

2.0.1 - Promotions are given based on the following criteria:
2.0.1.1 - Availability - Starship Avalon has a limited amount of berths available and as such a maximum number of specific ranks. There must be room for a promotion candidate at the promotion rank.
2.0.1.2 - Conduct - The major criteria for promotion is the behavioural and professional conduct of the crew member. Crew Members with IC or OOC behavioural issues will most likely not be promoted. A candidate for promotion must not have had excessive behavioural issues. They must also prove they are competant roleplayers and have excellent leadership skills.
2.0.1.3 - Time Served - Promotional Candidates must have served sufficient time in Starship Avalon and will continue to serve a time comparable to that of other crewmembers of the rank they are being promoted to.
2.0.1.4 - Postional Requirement - Priority will be given to candidates filling a critical position.
2.0.1.5 - Executive Decision - Decision by the rah(s) on advice from the council.

3.0 IC Behavior |
|
3.0.1 - Crew members will behave ICly according to the protocals set forth in their academy training.
3.0.2 - Crew members will not transfer OOC concerns, issues, or wishes, into IC behavior.
3.0.3 - Crew members will follow the chain of command and will complete their jobs according to the lawful orders set forth by their superiors.
3.0.4 - Crew members requiring something outside of the jurisdiction of their job description must go through the proper chain of command.
3.0.5 - Roleplay plots involving multiple divisions, large amounts of crew, multiple locations, ship-wide alerts, or changes to the overall continuity require pre-approval by the council.
3.0.6 - Roleplay posts are to be made in the form of open action. The only permitted exceptions to this are posts made or approved by Starship Avalon Council. Any others making closed actions may be ignored by crew, and subject to penalty.

4.0 OOC Behavior |
|
4.0.1 - Anyone within the Starship Avalon dream will obey the rules of Furcadia and the rules set forth in this document.
4.0.2 - Visitors and members will not disrupt or perform actions
that are condradictory to the good will and order of the Starship
Avalon guild.
4.0.3 - Persons under suspension or banning may not enter the dream for any reason without the direct authorization of the Rah(s) or a council member.
4.0.4 - Persons entering Starship Avalon are doing so to examine the guild. It is not permitted to advertise another guild/dream within Starship Avalon. It is also forbidden to study Starship Avalon for the purpose of making another futuristic guild as classified by the Starship Avalon management.
4.0.5 - The administration of Starship Avalon has many responsibilities including several that are external to the Starship Avalon Guild. Whispering them when they are not present in the dream will result in disciplinary action without prior permission. Whispering them repeatedly or following them around in the dream will also not be tolerated without a valid reason.
4.0.6 - Members shall comport themselves in a manner that does not reflect badly on the Starship Avalon guild whether in or outside the dream including on alts.
4.0.7 - Members and Visitors of Starship Avalon will not use
unauthorized cards. This includes giving alts access to
their card or using a card they were not assigned or requested. The
burden of responsibility goes to the cardholder. If it
is found that a card was left or called for inappropriately it
is considered the same as giving out one's card. Lead and folow
are also classified as handing out one's card

5.0 IC Disciplinary Action |
|
5.0.1 - IC Disciplinary action will be given in the form of demotions, repremands, removal from projects, or requests for transfer to the Captain from a superior officer.

5.1 OOC Discipinary Action |
|
5.1.1 - OOC Disciplinary action is enforced by the Starship Avalon Council. The decision by a full council meeting must be approved by the Rah(s) and all decisions approved are final unless reversed by a later decision.
5.1.2 - Disciplinary action must be performed by an order in council in order to be lawful and valid when dealing with a Crewman or Officer. Disciplinary action for cadets may be performed by the CIC of Cadets or the council.
5.1.3 - Appeals of specific council member's decisions are made by verbal or written request to the Starship Avalon Council. Appeals of the Starship Avalon council are made in writing to the Rah(s). There are no appeals of the Rah(s) as their decision is final.
5.1.4 - Failure to present oneself for a disciplinary hearing will result in a judgement in absentia. With this in mind the council will attempt to work around one's schedule so long as it results in a timely, efficient, and satisfactory hearing completion.

5.2 Removal from membership |
|
5.2.1 - Removal from membership is made on executive decision by the Rah(s) on advice from a majority vote of the council or, in extreme cases, on sole executive decision by the Rah(s).
5.2.2 - A hearing may or may not be granted based on the severity, or time constraints set by the council.
5.2.3 - Members who do not appear more then once in a 3-4 week period, without providing advance notice why, will be given an inactive icon on the roster. Information for the inactive process is located via clicking that icon.
5.2.4 - Cadets are considered probationary positions. A cadet may be removed from membership by the CIC of Cadets if just cause is found to do so.

5.3 Suspension / Banning |
|
5.3.1 - Members are afforded the right to a hearing on suspensions. Hearings must have at least 2 members of the Starship Avalon council and the rah(s) present in order to be valid.
5.3.2 - Non-Members may be summarily suspended from entrance to the dream by an Starship Avalon council member for 24 hours. Upon banning the banning council member must notify the rah(s) at the earliest possible time.
5.3.3 - Emergency Suspensions may be given by a Council member when a hearing is not possible given the time, and/or severity of an incident. All emergency suspensions are subject to review by the Council or the rah(s) and the suspending council member is accountable for their decision and must provide valid reason and possibly evidence to support their judgement.
5.3.4 - Members who go inactive without providing notice will be banished from the guild along with all alts for 6 months.

6.0 Starship Avalon Council |
|
6.0.1 -Starship Avalon Council Members are held to a standard higher then normal members. Members also receive benefits from membership according to their duties. Members will not abuse any powers they have.
6.0.2 - Starship Avalon Council members are chosen on advice from the majority of the council on final decision by the Rah(s).
6.0.3 - Council are required to complete their duties to the best of their abilities.
6.0.4 - Council will not discuss internal council policies set forth unless deemed authorized to do so. Council sessions shall not be discussed with non-council members.
6.0.5 - Starship Avalon Council Member Disciplinary action must be done in a full council session on a motion brought up by the rah(s).
6.0.6 - Council Decisions may be discussed and concerns brought up against them in closed sessions. Once a decision is made it is not to be discussed further outside of closed council sessions.
6.0.7 - Open Council sessions are sessions involving non-members for any reason. During these sessions confidential information is not to be discussed and disputes should be brought up privately through whispers or instant messenger clients.
6.0.8 - Open dispute between council members will not be tolerated.
6.0.9 - The Starship Avalon Council is granted its power solely through executive order by the Rah(s). The Rah(s) reserves the right to make decisions without approval of the council or to dissolve the council if necessary. The Rah(s) is the final say in all matters and chooses to grant the council power. With this is mind all decisions by Council members are still to be considered with the same authority as though coming directly from the rah(s).
6.0.10 - If a council member is mistaken please notify them through whispers. If their decision still stands you must abide by it or request a time stop (if roleplaying) until such time as you can appeal the decision. Council members are accountable for their decisions.

7.0 Executive Privilege |
|
7.0.1 - The Rah(s) may make any changes with or without notice as they deem fit. The Rah(s) is the final authority on all matters and are accountable to themself and to the members of Starship Avalon.
7.0.2 - The Rah(s) may veto any decision, for any reason, without requirement to explain themselves.
7.0.3 - The Rah(s) has appointed uploaders and tahneest(a)s which are responsible for uploading the dream. In absence of the Rah(s), Tahneest(a)s shall be granted limited authority to act as the rah(s) regarding internal operations of the guild for the period of time that the rah(s) is absent. They may not, however, change previously agreed upon rules unless absolutely necessary for the continued operation of the guild. All rules set forth by a Tahneest(a) shall be examined and will continue operating after the Rah(s) has returned only on their express order. Any Tahneest(a) making a rule will be held accountable for this rule. Temporary rules set forth by the Tahneest(a) must comply with rules set forth by Furcadia.
7.0.4 - Executive Orders Amending these rules or making notice of changes may be made at any time. Said orders will be listed on an executive order page by number, date and effective date (if different then issuing date) and announced on the news page.
